The Alaska Housing Finance Corporation’s New Home Construction Rebate is an initiative aimed at increasing Alaska’s housing inventory while promoting energy-efficient home construction.
The program provides a $10,000 rebate to homeowners who build or purchase newly constructed, owner-occupied homes that meet 5-Star Plus or higher energy efficiency standards, available on a first-come, first-served basis until funds are depleted.
Restricted to single-family residences, duplexes, triplexes and fourplexes where the homeowner occupies one unit, the program excludes developers, investment properties and non-residential buildings. The maximum rebate any homeowner can receive under this program is $10,000.

AHFC is the agency charged with administering certain federally funded programs focused on efficiency and renewables for existing construction. These programs are still in development.
Other federally funded programs or tax credits may be available for new construction, and to the extent AHFC is aware of them and believes Alaskans may benefit, we will update our website accordingly. It is not expected that AHFC will have a complete or current list. Homeowners should consult their tax professional.
Alaskans may be able to use federal tax credits or participate in other federally funded new home construction or energy savings programs. Participation in these programs will not impact a homeowners’ ability to participate in AHFC’s New Home Construction Rebate.
AHFC’s New Home Construction Rebate is intended for primary, owner-occupied residences. An applicant/household is limited to one state-funded rebate.

The New Home Construction Rebate is limited to owner-occupied single-family residential 1 to 4-unit homes, including duplexes, triplexes and fourplexes. Multi-unit dwellings with five units or more are not eligible.
Only one rebate is allowed per multi-unit building, regardless of the number of owners. If the multi-unit dwelling is jointly owned, the owners may qualify for only one rebate, not per unit.
Certain properties are ineligible for the rebate, including:
Motorized vehicles and mobile units (e.g., boats, RVs)
Temporary dwellings (e.g., hotel rooms, yurts)
Properties leased or maintained by the U.S. government
Dwellings pending acquisition or demolition by a government entity within 12 months
Commercial properties or any dwelling that is not the primary residence of the applicant
Foundations completed on or after January 2, 2025 may be eligible to receive a New Home Construction Rebate. Rebates will not be paid for homes whose construction began prior to that date. If you are working with a builder or contractor, they will be able to provide information about the construction plans and if those will meet a 5-Star Plus or higher energy efficiency standard. As part of the application process, you will need to provide a rating from plans or a signed letter from your builder stating the property will be constructed to 5-Star Plus or higher energy rating.
If you are not working with a builder or contractor, you will need to contact an AHFC-authorized energy rater who can perform an energy rating from your construction plans, called a “rating from plans.” This should be completed prior to the start of construction to verify that the construction plans will meet the expected energy efficiency standard outcome. Costs incurred by the applicant that are paid to an energy rater are not reimbursable expenses, regardless of whether a rebate is approved.

If preliminarily approved, you will need to submit additional materials prior to completion of home construction for final approval.
Once application materials are submitted and AHFC confirms that you have met all program requirements, funds will be distributed to you, the homeowner.
Once awarded, homeowners may determine how to utilize the rebate.

An energy rater can be contacted as soon as house plans are created. Ratings based on plans will let you know if your home is likely to qualify for the rebate prior to construction. At the end of construction, a rater will still need to perform a Building Energy Efficiency Standard rating and provide that rating as part of the review of your New Home Construction Rebate application. If you are working with a contractor or builder, they will be able to provide you with information about your home's expected energy efficiency level.
A “from plans” energy rating is something that your builder or an AHFC-authorized energy rater can provide and is an unofficial energy rating. This should be completed prior to the start of construction to verify that the construction plans will meet the expected energy efficiency standard outcome. Applicants are responsible for paying for the cost of securing an energy rating; AHFC will not provide reimbursement for those costs.
AHFC will not provide reimbursement for travel or other costs; however, raters might be aware of other new construction that is planned in a community so costs can be shared among homeowners.
PUR-101: AHFC document that certifies building has met thermal and ventilation energy efficiency standards.
PUR-102: AHFC document that certifies building has met appropriate site inspections throughout construction.
Certificate of Occupancy: Document issued by a local government agency certifying a building's compliance with applicable building codes and other laws, and indicating it to be in a condition suitable for occupancy.
Applicants can submit paperwork for a New Home Construction Rebate on or after January 2, 2025 and if determined eligible, AHFC will "reserve" $10,000 to be paid following successful construction of their new home and supplying AHFC with all required documentation. Reservations are active for 18 months. The reservation will expire after 18 months at which time a prospective homeowner can apply again if funds are still available.
No rebates will be given to an applicant that applies with a home that has an energy efficiency rating less than 5-Star Plus. If the home does not meet that energy rating, there are many options available to the participant to improve the energy efficiency of a home after it is completed. The applicant should consult with their contractor and/or energy rater to identify the improvements needed to bring the home up to the 5-Star Plus energy efficiency standard.
You cannot make updates to your application if it has been submitted and is currently under review. Once reviewed, you’ll receive an email about your application status and have the opportunity to communicate any needed changes and/or attach supporting documentation.
If false information is used, the applicant must repay AHFC any rebate received and AHFC may take appropriate administrative or legal action.
Distribution Process
AHFC will begin processing your application. You will receive a confirmation by email from AHFC with your unique identifier so you can check the status of your application. SAVE THIS EMAIL! Upon approval of your application, you’ll have 18 months to complete the work on your home and submit necessary paperwork so AHFC staff can move forward with processing the rebate.
Yes. Contingent upon supplying and verification of all required documentation, payment will be issued in the form of a check payable to the approved homeowner.
AHFC does not provide tax advice. After a New Construction Home Rebate is paid, AHFC will issue a 1099-G tax form for your filing. This form will be mailed to the address you provided at time of application. Applicants should consult a tax professional for any tax consequences that result.
